1 Questions and answers relevant to the call for tenders, reference no. ACPOBS 2011/012 on 'the Impact of Internal Migration in Nigeria'

 Question: Can an Applicant already engaged in a study for the ACP Observatory on Migration and participate in a new Call for Tenders?

 Answer: Yes, teams working for the Observatory can submit new tenders. However, the research team members cannot work full-time on both studies, meaning those already engaged full-time for a first study would not be able to sign the statement of availability and exclusivity being available for 2 studies 100%. Those researchers working part-time can of course work the other part of their time on new studies.

Question: Est-ce que en tant que expert ou consultant individuel, on peut vous envoyer la candidature?

Réponse: En fait on peut  présenter son offre comme expert ou consultant individuel. 
En ce qui concerne l’étude au Cameroun,  étant donné qu’il s’agit d’une recherche très vaste, qui inclut
une enquête auprès de ménages, nous conseillons de former une équipe avec d’autres experts et une autre équipe qui mènera l’enquête.

    Questions

 1) 1     QQQuestion 1:  Can applications for the offer be written in English/French, or Portuguese is also acceptable? There doesn't seem to be any specific indication with regard to this in either the Call for Tenders or the Observatory website. 

    Answer:  Applications can be submitted in English and / or Portuguese

Question 2:  The ToR mentions involvement of the Instituto Superior de Economia e Gestao from the Universidade Tecnica de Lisboa. Is the ISEG looking for local research partners?  

Answer: ISEG is doing the overall coordination of the study on behalf of the ACP Observatory on Migration, who is commissioning the study. ISEG will support the selected research team in fine tuning the methodology and provide feedback on the draft reports as well as carry out a training of the research team in Angola. Any individual researchers and entities from the EU and ACP countries can apply. The tender is not restricted to local research partners.

Question 3:  Will the budget be managed by ISEG?  

Answer: No, the budget will be managed by the selected research team.

Question 4Does a research plan already exist?  Is it the job of ISEG to develop a research plan?

Answer: The research plan needs to be submitted by the research team tendering to carry out the study. A tentative plan can be found under section 8 of the TORs published in the website.

Question 5:  The ToR  mentions various types of migrants.  The paragraph “Target Group” (Grupo Alvo) of the ToR, in fact talks about "Beneficiaries (beneficiarios) and not "grupo alvo".  Is the research interested in migrants who returned to rural areas? The ToR does not suggest what aspects of internal migration are of interest and it is not clear if this study seeks to build on any previous research.

Answer: The target group (“Grupo alvo”) is not referring to the target group of the research, but more the findings of the study.
The target group of the research to be undertaken are internal migrants. The study may focus on returnees to rural areas. This needs to be developed in the offers by the research team applying to carry out the study. As research is almost non-existant on the topic, the study aims to inform policy makers on necessary policy adaptation and development in the area of internal migration and its links with health and urbanization. 

Question 6: The work appears to mainly involve "entrevistas aos intervenientes" (Is this Key informant interviews?) The hint is that ISEG will prepare the interview guides. It is not clear what type of key informants we are talking  about and it is not clear whether ISEG will develop interview tools.

Answer: The study mainly consists of a desk review and interviews with key stakeholders. The key stakeholders need to be identified by the research team applying for the study.  ISEG will support the selected research team in developing the interview tools, but not design them themselves.

Question 7: Will ISEG write the report?

Answer: No, the selected research team needs to prepare the report, and ISEG will provide comments and feedback.

 Question 8: Part of this work does involve re-analysis of existing information. Is there a record of existing information? Is it expected that this task will be done as desk work by ISEG, a local consultant or other? Is the intention that a researcher identify existing secondary information in Angola?

Answer: The Overview on Migration and Development prepared by the ACP Observatory on Migration as well as the Compendium of existing studies provides a starting point. The desk research needs to be carried out by the selected research team, including the identification of secondary information in Angola.

Question 9:  Section 5.0 paragraph a) (page 6) suggests that the principal challenges to integration of returnees will be access to basic services,especially health. Limited access to health care and access to poor quality health care is affecting everybody in Angola and it is not inevitable that returnees will be significantly disadvantaged compared to others in this respect. The major determining factor in terms of access to health care (and basic services in general) is the enormous gap in access between rural and urban populations and rural populations are highly disadvantaged.

Answer: This can be one of the (preliminary) findings.

Question:
The two would-be main researchers to apply for this offer are American nationals, currently employed by a European University.
Are they still eligible to apply given the fact that they are legally working and residing within the European Union?

Answer:

If the applying entity is a European University, the nationality of the main researchers is not restricted to EU or ACP nationals
as the University an EU institution.
However, the main researchers cannot apply in their own capacity as they are neither EU nor ACP nationals.

 

 

5 Questions and Answers regarding the call for tenders reference no. ACPOBS/2011/018  'Concurso para um estudo sobre a 'Integração de migrantes retornados recentemente a Angola'/ Call for Tenders for a study on 'Internal Migration, Urbanization and Health in Angola' 

 

Question 1: We understand that this study wants to look at people who have recently returned to Angola (specifically to urban areas) after migrating from Angola to other countries, independent of profession.  However, the ToR do mention internal migration, returnees (specifying urban areas), refugees etc. What exactly does this research hope to add to the literature?

Answer: The target group (“Grupo alvo”) is not referring to the target group of the research, but more the findings of the study. The study needs to focus on both return migration patterns of Angolan refugees and other Angolan returnees and internal return migrants

Question 2: The work appears to mainly involve "entrevistas aos intervenientes" (Is this Key informant interviews?) The hint is that ISEG will prepare the interview guides. It is not clear what type of key informants we are talking  about and it is not clear whether ISEG will develop interview tools.

 Answer: Again, ISEG will support the selected research team in developing the interview guides, also based on the Research Guide by the ACP Observatory. The sampling frame will be developed together with ISEG. The identification of the persons to be interviewed needs to be proposed by the research team applying to carry out the study.
